Your project sounds interesting and i, too, cannot find any real reason anyone would feel the need to pick on the underdog as you call it except what is culturally known : to pick on another person makes the person who is poking the fun feel better about him or herself. I think there is definitely more to it than that and i think that if you would look at some of the rearings of these bullies earlier on in their lives you would possibly find that the way the parents raise their children has a lot to do with if they take part in this behavior and how long they take part in this behavior. Also, maybe look at fights at school and how crowds seem to gather around and why they might be gathering around the fight while there are other people who walk by and don't take an interest in seeing a fight. There is definitely a lot you can do with this topic. Wonderful idea.
